ایسنا/اصفهان کرونا که آمد بار مضاعفی به دوش بازرسان بهداشت محیط گذاشت، آن‌ها که پیش‌ از این هم وظیفه خطیری در حوزه سلامت جامعه به عهده داشتند، حالا باید هم‌زمان در چند جبهه به جنگ دشمنان سلامتی می‌رفتند.

نزدیک به دو سال از همه‌گیری کرونا می‌گذرد، در این مدت کرونا جان‌های بسیاری را گرفت و بسیاری را راهی بیمارستان‌ها کرد، اما در همین دوران پروتکل‌های بهداشتی ساده‌ای برای پیشگیری از ابتلا به بیماری از سوی سازمان بهداشت جهانی اعلام‌شده که عده‌ای بی‌توجه به رعایت این پروتکل‌ها، کرونا و خطر آن را جدی نمی‌گرفتند.
شاهدان عینی عواقب رعایت نکردن پروتکل‌ها
بازرسان بهداشت محیط حالا باید علاوه بر کارهای سابق خود اکنون مسئولیت دفن بهداشتی متوفیان کرونایی را نیز عهده‌دار شوند و برای تدفین فوت‌شدگان از زمان خروج از بیمارستان، تا شست و شوی در غسالخانه، اقامه نماز و مراسم دفن باید حداقل یک کارشناس بهداشت محیط حضور داشته باشد تا در طول همه این فرایندها پروتکل‌های بهداشتی رعایت شود و اقدامات پیشگیرانه به‌درستی انجام شود.
کارشناسان بهداشت محیط شاهد ضجه زدن‌های خانواده‌های داغداری بوده‌اند که عزیزان خود را به شکل باورنکردنی از دست داده‌اند، در بین گریه‌هایشان ابراز ندامت کرده و هر کس به‌نوعی خود را مقصر می‌داند که اگر آن کار را نکرده بودیم، اگر آنجا نرفته بودیم و هزار اگر و ای کاش دیگر… حال عزیزمان کنارمان بود.
دیدن این صحنه‌های دل‌خراش ازیک‌طرف، استرس و نگرانی ناشی از مبتلا شدن خود و خانواده از طرف دیگر به نیروهای بهداشت محیط فشار مضاعفی وارد می‌کند.
 نگرانی  از کرونا تا بیکاری
کارشناسان بهداشت محیط همه این نگرانی‌ها را در حالی تحمل می‌کنند که باید برای رعایت پروتکل‌های بهداشتی با مردم بحث کنند و گاهی خشم و توهین‌هایشان را به جان بخرند، فقط برای اینکه از آن‌ها می‌خواهند یکسری نکات بهداشتی ساده را برای حفظ جان خود و خانواده‌شان رعایت کنند. اما کار جایی سخت و تحمل‌ناپذیر می‌شود که بسیاری از این کارشناسان نیروی شرکتی بدون امنیت شغلی و حقوق کافی هستند، در همین شرایط اگر به کرونا مبتلا شوند و نیاز به استراحت داشته باشند معلوم نیست چه بر سر شغل آن‌ها می‌آید و هیچ حقوق و مزایایی شامل حال آن‌ها نمی‌شود.
مریم از کارشناسان بهداشت محیط در یکی از شهرستان‌های استان اصفهان است که حاضر می‌شود با نام مستعار با ایسنا گفت‌وگو کند. او می‌گوید همه کارمندان شبکه بهداشت و درمان و حتی وزارت بهداشت از مشکلات ما آگاه هستند، اما بنا بر صلاح‌دید خودشان فعلاً چشمشان را بر روی ما بسته‌اند، بنابراین بهتر است با اسم مستعار حرف‌هایم را بزنم تا مبادا این صحبت‌ها برایم عواقبی داشته باشد.
مریم از همان ابتدا تأکید می‌کند “که این‌ها حرف‌های منِ تنها نیست، بخشی از این مشکلات مربوط به حوزه کارشناسان بهداشت محیط است و بخش دیگری از مشکلات که به علت نوع قرارداد برایمان مطرح است صحبت‌های همه همکاران شرکتی‌ام است که در یک سیستم نیروی کار ارزان با بیشترین مشقت مشغول به خدمت هستیم.”
این کارشناس بهداشت محیط بعد از مسائل شغلی، مهم‌ترین دغدغه‌اش را توجه نکردن مردم به رعایت پروتکل‌های بهداشتی و عادی شدن کرونا برای مردم اعلام می‌کند و می‌گوید: این روزها در هنگام بازدید از سوپرمارکت‌ها، نانوایی‌ها، رستوران‌ها و … می‌بینم که مردم کمتر ماسک می‌زنند و با بهانه‌های مختلف کار خود را توجیه می‌کنند. عده‌ای ابراز می‌کنند که دیگر کرونا تمام‌شده، شرایط نارنجی شده شما از آمار خبر نداری! عده دیگری باور دارند کرونا هنوز هست اما می‌گویند “ما که واکسن زدیم، ایمن هستیم شما نگران ما نباش”، می گویم تا ۷۰ تا ۸۰ درصد جامعه ایمن نشده همچنان باید همگی ماسک بزنیم و فاصله اجتماعی را رعایت کنیم اما از آن‌ها انکار، کجاست گوش شنوا!
وی ادامه می‌دهد: من روزانه متوفیان کرونایی را می‌بینم و در مراسم تدفین آن‌ها حضور دارم. می‌بینم که هنوز آمار فوت‌شدگان بر اثر کرونا زیاد است و اکنون جوانان و میان‌سالان زیادی را قربانی می‌کند و خانواده‌هایشان را داغ‌دار.
مشکل از مردم است یا مسئولان؟
مریم توضیح می‌دهد: سخت است از نزدیک ببینی جوان جامعه به زیر مشتی خاک می‌رود، دیدن ضجه‌ها و شیون پدر و مادرش اصلاً قابل‌تحمل نیست؛ اما چه کنم که زبانم از آگاه‌سازی مردم کوتاه است. نمی‌دانم مشکل از مسئولان است که اقدامی در راستای آگاهی و تغییر نگرش مردم انجام ندادند یا خود مردم که نمی‌خواهند این شرایط را درک کنند!؟
وی به ‌روزهای گرم تابستان و ایام ماه رمضان اشاره می‌کند که باید صبح و عصر به بازدید اماکن تحت پوشش خود می‌رفت و حتی از مساجد بازدید می‌کرد که مبادا عده‌ای تجمع کرده باشند.
مریم از کاسبانی می‌گوید که علاوه بر رعایت نکردن پروتکل‌های بهداشتی، در گرفتن کارت بهداشت خود بی‌توجهی می‌کنند و آن را به امروز و فردا موکول می‌کنند، وقتی بعد از چند بار اخطار دادن راهی تعزیرات می‌شوند، با دعوا به سراغ کارشناسان بهداشت محیط می‌آیند و طلبکار او می‌شوند، اما تنها جوابی که این کارشناسان می‌توانند بدهند؛ سکوت است و سکوت!
او اضافه می‌کند: امان از وقتی‌که برخی صنوف را باید در ساعات مشخصی بازدید کنم، مثلاً کله‌پزی‌ها، نانوایی‌ها، آرایشگاه‌ها و … برخی را باید حتماً صبح بروم وگرنه در ساعات دیگری باز نیستند؛ در همین شرایط راننده نیست، بهانه می‌آورد و باید او را مجاب کرد که بازدید باید در همین ساعت انجام شود.
این شغل من است…
این کارشناس بهداشت با بیان اینکه این شغل من است، رشته‌ای است که در دانشگاه تحصیل کردم و برای آن صبوری و با مردم مدارا و سازگاری می‌کنم، می‌افزاید: وقتی همه این مشکلات غیرقابل‌تحمل می‌شود که یک نیروی شرکتی با حداقل دستمزد هستی، بدون هیچ حق‌وحقوق اضافی! یعنی عملاً در سیستم بهداشت کشور جایی نداری.
مریم با اشاره به اینکه نیروهای بهداشتی را دانشگاه‌ها تربیت کرده‌اند، می‌گوید: چرا بعد از فارغ‌التحصیلی، به‌کارگیری این کارشناسان به‌سختی انجام می‌شود، چرا شرکت‌های واسطه بین دانشگاه و نیروی کار باید قرار گیرند؟ مگر نه اینکه با وجود این واسطه‌ها نوعی دلالی به وجود می‌آید و در پایان کمترین حقوق به نیرویی می‌رسد که در سرما و گرما، در ایام کرونایی، بر سر قبر متوفیان کرونا باید وقت بگذراند تا وضع از این بدتر نشود. مگر نه اینکه خدمات بهداشت و پیشگیرانه خط مقدم مبارزه با بیماری‌های واگیردار است؛ پس چرا کمترین توجهی به سربازان این جبهه نمی‌شود!؟
عواقب ظالمانه نیروی شرکتی بودن
وی با بیان اینکه حق یک نیروی بهداشتی که حداقل چهار سال در دانشگاه درس‌خوانده، این نیست که به‌عنوان نیروی شرکتی حجمی در مراکز کار کند، تصریح می‌کند: شرکتی که امسال نیروهای شهرستان ما را پوشش می‌دهد، هر روز نیروهایش را تهدید می‌کند که اگر آمارتان به حدنصاب نرسد، اگر در کلاس مجازی شرکت نکنید، اگر طب کار را در این تاریخ نروید و هزاران اگر دیگر حقوق این ماه به شما تعلق نمی‌گیرد. این‌ها حق نیروی تحصیل‌کرده‌ای هستند که در حرفه خود از جان‌مایه می‌گذارد، اما تا موقع واریز همین حقوق ناچیز باید جان به لب شوند…
این کارشناس بهداشت محیط در ادامه خاطرنشان می‌کند: با این‌همه تحقیر، حقوق اداره کار، قراردادهایی که ماهیانه بسته می‌شوند و نه حتی شش‌ماهه یا یک‌ساله، سختی کار و … دیگر انگیزه‌ای برای ادامه کار نمی‌ماند و مسلماً بعد از مدتی این نیروهای جوان با فرسودگی شغلی مواجه خواهند شد و شاید در آینده باگذشت سن چنین انرژی نداشته باشند که کارشان را به نحو احسن و باکیفیت انجام دهند. کاش قبل از اینکه کار از کار بگذرد، دولت فکری به حال حوزه بهداشت کند.
بهداشت محیط؛ گسستن زنجیره انتقال بیماری‌ها
داورخواه ربانی، استاد تمام و مدیر گروه مهندسی بهداشت محیط دانشگاه علوم پزشکی کاشان باسابقه نزدیک به ۳۰ سال تدریس در گفت‌وگو با ایسنا، با اشاره به تعریف مهندسی بهداشت محیط، می‌گوید: بهداشت محیط مجموعه‌ای از علوم، فنون و تکنیک‌های است که برای گسستن زنجیره انتقال بیماری‌هایی که از محیط به انسان سرایت می‌کند، به کار می‌رود.
وی با بیان توانمندی فارغ‌التحصیلان این رشته و اهمیت رشته بهداشت محیط در جلوگیری و انتقال بسیاری از بیماری‌هایی با منشأ آب، خاک، هوا و غذا، از مسئولان می‌خواهد تا امکان جذب راحت‌تر فارغ‌التحصیلان این رشته را فراهم کنند.
ربانی، کارشناسان این رشته را برای مقابله با تغییرات آب و هوایی، مشکلات زیست‌محیطی مانند آلودگی منابع آب، هوا و خاک لازم و ضروری دانست و می‌افزاید: در دانشگاه مجموعه کاملی از دروس مانند مکانیک سیالات، هیدرولوژی، مدیریت کیفیت منابع آب، استاتیک و مقاومت مصالح، تصفیه فاضلاب‌های صنعتی و … به دانشجویان تدریس می‌شود، بنابراین افرادی با دانش جامع و حرفه‌ای به جامعه تحویل داده می‌شوند.
وی با بیان اینکه به آینده ‌این رشته بسیار خوش‌بین است، خاطرنشان می‌کند: به‌جرات می‌توان گفت تمام فارغ‌التحصیلان پسر در این حوزه مشغول به کارشده‌اند و دانشجویان دختر علاقه‌مند و توانمند نیز موفقیت‌های بسیاری در این رشته کسب کرده‌اند، به‌گونه‌ای که تعدادی از فارغ‌التحصیلان این رشته در کشورهایی نظیر کانادا و استرالیا به حرفه تخصصی اشتغال دارند.
این استاد دانشگاه، با اشاره به اینکه در مقطع کارشناسی ارشد و دکتری، دانشجویان مباحث را به شکل تخصصی و کاملاً حرفه‌ای می‌آموزند، تصریح می‌کند: فارغ‌التحصیلان می‌توانند در شرکت‌های آب و فاضلاب، تصفیه فاضلاب‌های صنعتی، شهرداری‌ها، اداره‌های محیط‌زیست، مراکز تحقیقات و پژوهش، همچنین بیمارستان‌ها، شبکه‌های بهداشت و درمان مشغول به کار شوند.
ربانی با اشاره به طیف گسترده مشاغلی که این رشته دربرمی گیرد، از دانشجویان این رشته خواست تا توانمندی خود را افزایش دهند، چراکه تاکنون هیچ دانشجوی توانمندی بیکار نمانده است.
آینده‌ای روشن در انتظار نیروهای شرکتی
سید مهدی میرجهانیان، مسئول بهداشت محیط مرکز بهداشت استان اصفهان نیز در گفت‌وگو با ایسنا، پیرامون سختی کار، حق‌وحقوق کارشناسان بهداشت محیط، خصوصاً نیروهای شرکتی، می‌گوید: در این دو سال باوجود بیماری کرونا کار بازرسان بهداشت محیط هم از لحاظ کمی و کیفی به‌شدت افزایش‌یافته و ما می‌دانیم که پرداختی آن‌ها کمتر از آن چیزی است که حق و شایسته آن‌هاست.
وی خبر خوشی برای نیروهای شرکتی اشاره کرد و افزود: در دستور کار دولت و دکتر عین‌اللهی وزیر بهداشت، تبدیل وضعیت و اتفاقات خوبی قرار داده و ابلاغ‌شده است. تبدیل وضعیت نیروها برنامه خرداد امسال بود، که عملی نشد و این برنامه در آینده‌ای نزدیک اجرا خواهد شد.
میرجهانیان با بیان اینکه به‌شدت پیگیر مسئله تبدیل وضعیت نیروها هستند، خاطرنشان می‌کند: در حال حاضر نیز مکاتباتی انجام‌شده تا نیروهایی که با قرارداد شرکتی (قوانین اداره کار) و طرح تحول سلامت مشغول به خدمت‌رسانی هستند، تبدیل وضعیت شوند.
مسئول بهداشت محیط مرکز بهداشت استان اصفهان، به آزمون استخدامی دی‌ماه سال ۱۳۹۹ اشاره و اعلام می‌کند: در این آزمون بعد از سال‌ها، حدود ۷۴ نفر نیروی بهداشت محیط به شکل پیمانی در شبکه‌های بهداشت و درمان موجود در استان اصفهان استخدام شدند.
وی با توجه به تغییراتی که در استخدام نیروها به وجود آمده؛ یادآور می‌شد: برای ترمیم نیرو و جایگزین کردن نیروهای استخدام‌شده، اکنون فراخوان۳۰ نفر کارشناس بهداشت محیط را داده‌ایم که به‌صورت نیروی شرکتی جذب شبکه‌های بهداشت و درمان استان شوند. از متقاضیان پس از ثبت‌نام، در شهرستان مورد نیاز آزمون گرفته و پس از مصاحبه و قبولی در شبکه بهداشت و درمان آن شهرستان مشغول به فعالیت خواهند شد.
نیروهای بهداشت محیط اصفهان در شرایط کرونایی خوش درخشیدند
میر جهانیان با اشاره به کلیتی از وظایف کارشناسان بهداشت محیط ازجمله، کنترل عوامل زیست‌محیطی در پیشگیری از انتقال و اشاعه بیماری کرونا، می‌گوید: بخش بهداشت محیط اصفهان فعالیت چشمگیری در این زمینه داشته است، چه قبل از شروع واکسیناسیون کرونا، چه الان در فرایند امحا ویال‌های واکسن و… اما این دریافتی‌ها حق نیروهای زحمتکش ما نیست.
وی در مورد پرداختی نیروهای شرکتی می‌گوید: آن‌ها در قالب قانون کار و بیمه سازمان تأمین اجتماعی استخدام می‌شوند؛ در واقع کارکنان نیمه‌رسمی وزارت بهداشت محسوب می‌شوند. به امید تبدیل وضعیت این عزیزان در آینده‌ای نزدیک.
